REPRO Rising Virginia Releases 2026 Reproductive Freedom Legislative Scorecard
Contraceptive bills and clinic access garnered surprise bipartisan support

Alexandria, Va. – REPRO Rising Virginia (RRVA) has released the 2026 Reproductive Freedom Legislative Scorecard, scoring each Virginia state senator and delegate on their votes in support of, or against, reproductive rights healthcare access legislation during the 2026 General Assembly session.
Priority legislation for REPRO Rising Virginia included the Constitutional Amendment for Reproductive Freedom (HJ1/SJ1) and its approved ballot language (HB781/SB449), the Contraceptive Equity Act (HB1182/SB361), the Right to Contraception Act (HB6/SB596), and the Clinic Access Protection bill (SB137). There were also several anti-abortion bills RRVA opposed and were defeated in subcommittee.
The 2026 General Assembly celebrated reproductive healthcare victories at every turn, starting with the second and required final passage of the Constitutional Amendment for Reproductive Freedom all the way through to bipartisan support for the Contraceptive Equity Act and the Clinic Access Protection bill during the Reconvene Session. Each of these bills were passed and signed into law by Governor Spanberger and will protect and advance reproductive freedom for all Virginians. Voters will have the final say on the constitutional amendment on November 3rd.

Birth control continues to be popular across the political spectrum of voters, and surprisingly, most of these bills gained bipartisan support in the House and Senate. This proves Virginians’ overwhelming support of reproductive rights and freedom is starting to resonate even with some of the most conservative legislators.
