Richmond, VA – On the opening day of the 2026 Virginia General Assembly, both the House and Senate held unprecedented committee hearings and a floor vote on the Constitutional Amendment for Reproductive Freedom.
Both chambers called special Privileges and Elections Committee hearings this afternoon to move four constitutional amendments forward. After hours of discussion, testimony, and personal stories, both the House and Senate committees approved the amendment along party lines. The House Privileges and Elections Committee voted 5- 7, and the Senate Privileges and Elections Committee vote was 8 -6. Both chambers then sent the amendments directly to the floor for a vote.
The full House of Delegates bypassed the three readings to take a full vote, passing HJ1 64-34. The Senate also took up the Amendment for its first read, but did not meet the required two-thirds vote to bypass the additional required readings. The Senate will likely take a final vote on Friday.
“We are grateful to our pro-reproductive freedom majorities in both the House and Senate for the bold work they’ve done to shepherd the Constitutional Amendment for Reproductive Freedom through the complicated amendment process,” said Tarina Keene, Executive Director of REPRO Rising Virginia. “We are confident the Senate will join their colleagues in the House in passing the amendment and sending it to the voters this fall. This is what Virginians have been asking for and we are confident when voters are given a choice about protecting their reproductive rights and freedoms in the Virginia Constitution, they will do so overwhelmingly.”
