REPRO Rising Virginia PAC Endorses Gretchen Bulova, Garrett McGuire, and Supervisor Margaret Franklin in Upcoming House Special Elections

Bulova, McGuire, and Franklin will all bring strong values-based commitment and community leadership to the fight for reproductive freedom and to the House of Delegates.

Alexandria, VA – REPRO Rising Virginia PAC, the political action arm of one of the Commonwealth’s leading and only primary reproductive rights, policy, and advocacy organization, is proud to endorse Gretchen Bulova, Garrett McGuire, and Supervisor Margaret Franklin for the Virginia House of Delegates in the upcoming special elections happening on January 13 and January 20.

“REPRO Rising Virginia is honored to endorse all three of these House candidates, who are outstanding community advocates and public servants. There is no doubt that each will stand up for Virginians in these challenging times and will fight to protect access to birth control, abortion, and the full spectrum of reproductive healthcare,” said Tarina Keene, Executive Director of REPRO Rising Virginia. “In these challenging times, Virginians, no matter where they live in the Commonwealth, need elected advocates who will bring their values and their voices to Richmond and that’s exactly what these candidates will do.”

Gretchen Bulova (HD-11)

Gretchen Bulova is a longtime Fairfax community leader with decades of experience delivering results for local families. She has played a leading role in building Democratic infrastructure across Fairfax County and has earned the support of a broad coalition of local, state, and federal leaders based on her deep understanding of the district and its needs.

Bulova has consistently supported reproductive rights and the ability of individuals and families to make personal healthcare decisions without government intrusion. She supports maintaining access to abortion and contraception and ensuring Virginia remains a safe haven for reproductive freedom.

“Gretchen Bulova brings a lifetime of community leadership to her candidacy. She understands what is at stake in this moment for abortion rights and access. She will be a strong advocate for reproductive freedom in the House of Delegates,” said Keene.

Garrett McGuire (HD-17)

Garrett McGuire brings deep experience in public policy, legislative processes, and community leadership. He previously worked for former Speaker of the House Eileen Filler-Corn and has spent years serving in leadership roles across Fairfax County, including as Chair of the Board of United Community and Chair of the Fairfax-Falls Church Community Services Board.

McGuire has been a consistent advocate for policies that support families and protect access to healthcare, including reproductive healthcare. He supports protecting access to abortion and contraception and advancing policies that ensure healthcare decisions remain between individuals and their providers.

“Garrett McGuire understands how policy moves from idea to law, and how those decisions affect families on the ground, and his experience in the legislative process and his long record of community service make him well prepared for the House of Delegates,” said Keene.

“I am committed to supporting policies that protect access to healthcare, strengthen our communities, and make life more affordable for families,” said McGuire. “I look forward to serving the 17th District and working to protect reproductive freedom in Virginia.”

Margaret Franklin (HD-23)

Margaret Franklin has built a strong record of public service focused on expanding opportunities, strengthening communities, and improving access to essential services. As Woodbridge District Supervisor on the Prince William Board of County Supervisors, she has led efforts to expand affordable housing, support working families, and invest in transportation and infrastructure that lowers costs and improves quality of life.

Franklin has been a consistent supporter of reproductive rights and bodily autonomy. She has opposed efforts to restrict access to reproductive healthcare and supported policies that allow women and families to make private medical decisions without political interference.

“Margaret Franklin combines a strong values-based commitment to reproductive freedom, with a proven record of effective leadership,” said Keene. “She understands what Virginia families need and will be a reliable and dedicated advocate for abortion rights in the General Assembly.”
